The chord is G#M7#9b5 I think. Nice to see him enjoying himself isn't it?

Don´t say this. To me it seems as if he plays a kind of "Czardas" and for this purpose the technique is quite correct. In Poland (="new europe") most of the Gipsy players use their fingers and not a pick like they do in france (="old europe").

P.S.: Ooops, I just realize that I was unfair to him. On the picture you can see clearly that he is going to explain to the public how to make correct use of a paddle. This guy is really helping whereever he can.

He was going for a basic G shape in the third position, but as always he was just a bit too late to get there...
Alors! Un, deux...

It`s flamenco all the way.

It is a 'rasgueo'

Or Rasgueado or something.
At the end of a rasgueo you have the hand streched out exactly like he does.
And he is going for a Golpe.

No, Bret is correct - he is trying to play the G cowboy chord, but is mistakenly fingering it at the fourth fret.
